Guntars Skudra - par atsevišķu civilās aizsardzības komisiju novadā
02.09.2026 Ģeopolitiskā situācija prasa, lai novadā un pilsētā darbotos atsevišķas civilās aizsardzības komisijas, nevis apvienotā institūcija, kā tas ir pašlaik, intervijā aģentūrai LETA pauda Rēzeknes novada domes priekšsēdētājs Guntars Skudra (JV).Komentējot darbu ar Rēzeknes pašvaldību vienotajā Civilās aizsardzības komisijā, novada domes priekšsēdētājs uzsvēra, ka ir pašvaldības, kuras lūdz, lai komisijas tomēr strādātu atsevišķi.
"Tomēr noteikti jautājumi un lēmumi par rīcību ir jāpieņem konkrētajā vietā. Iepriekš Civilās aizsardzības komisija tika veidota, pamatā domājot par plūdu gadījumiem, kas potenciāli skāra abas pašvaldības. Šobrīd militārais apdraudējums prasa atšķirīgus lēmumus," uzskata Skudra.
Viņš skaidro, ka Civilās aizsardzības komisijas lēmumiem ir ieteikuma raksturs, tā var tikai ieteikt, un katrai pašvaldībai ir jāpieņem savs lēmums atbilstoši konkrētai situācijai, kas attiecas, piemēram, uz izglītības iestādēm.
"Arī laiks, kas nepieciešams lēmumu pieņemšanai, katrā pašvaldībā atšķiras. Ir lietas, kas operatīvāk ir risināmas, ja katrai pašvaldībai ir sava Civilās aizsardzības komisija," vērtē Skudra.
Pašvaldībā ir izstrādātas vadlīnijas gaisa apdraudējuma gadījumiem.
"Arī Kultūras ministrijai ir savas vadlīnijas, kuras mūsu Kultūras pārvalde ir pielāgojusi. Tās esam piemērojuši arī izglītības iestādēm un mūsu pasākumiem. Ir sagatavoti arī skaņas ieraksti ar norādēm, kā apmeklētājiem jārīkojas," stāstīja domes vadītājs.
Viņš atzīst, ka mazākiem pasākumiem viss ir viegli piemērojams un izdarāms. Sarežģītāk ir ar lieliem pasākumiem, piemēram, novada svētkiem, kas pulcēja vairākus tūkstošus cilvēku. "Tas bija pietiekami riskanti, tomēr arī tur bija nodrošinātas nepieciešamās norādes par drošām patvēruma vietām," piebilda Skudra.
