KEM iniciatīva: gatavība, nevis militārs apdraudējums
02.09.2026Pēdējās dienās publiskajā telpā nonākusī ziņa par Klimata un enerģētikas ministrijas (KEM) sagatavoto rīkojuma projektu par “ārkārtējās situācijas izsludināšanu” austrumu pierobežā gaisa telpas apdraudējuma dēļ, izraisījusi pamatotu satraukuma un neizpratnes vilni.
Taču, aplūkojot šo iniciatīvu no saimnieciskās un juridiskās puses, aina atklājas citāda. Sagatavotais dokuments savā būtībā bija tiesisks un organizatorisks mehānisms, nevis signāls par pieaugošu militāro apdraudējumu. Tā mērķis ir nodrošināt kritiski svarīgo pakalpojumu – elektrotīklu, ūdenssaimniecības un veselības aprūpes – nepārtrauktību un operatīvu atjaunošanu gadījumā, ja incidentu dēļ tiek bojāta infrastruktūra.
Pierobežas iedzīvotājiem ir jābūt pārliecībai, ka valsts viņus nav aizmirsusi un ka kritiskā infrastruktūra tiek stiprināta, nevis tikai administratīvi apzīmēta. KEM šajā procesā ir būtiska loma, jo energoapgādes drošums un infrastruktūras noturība ir neatņemama kopējās valsts drošības sastāvdaļa.
Tāpēc šī diskusija būtu jāizmanto nevis baiļu vai pārpratumu vairošanai, bet praktiskai gatavībai – lai krīzes brīdī pierobežā darbotos gan kritiskie pakalpojumi, gan būtu skaidra un uzticama valsts rīcība.
Projektu “Klimata jautājums” finansiāli atbalsta emisijas kvotu izsolīšanas instruments.
