Saeimā pirmajam lasījumam virza alternatīvo likumprojektu par "Gors"
12.08.2026 Saeimas Izglītības, kultūras un zinātnes komisija otrdien atbalstīja jaunā alternatīvā likumprojekta par Latgales vēstniecību "Gors" virzīšanu Saeimā pirmajam lasījumam.Likumprojekta mērķis ir noteikt "Gors" turpmāko pārvaldību un nodrošināt koncertzāles darbības nepārtrauktību. Kultūras ministrijā (KM) Latgales vēstniecību Rēzeknē vērtē kā nozīmīgu kultūras centru, kura darbībai ir nozīme arī Latgales identitātes un Latvijas informatīvās telpas stiprināšanā.
Plānotais regulējums paredz saglabāt Rēzeknes pašvaldībai īpašuma un pārvaldības tiesības, vienlaikus palielinot valsts iesaisti būtiskos ar "Gors" pārvaldību saistītos lēmumos.
Turpmāk ar KM būtu jāsaskaņo "Gors" pārvaldnieka valdes locekļa iecelšana, kā arī koncertzāles darbības vispārīgie noteikumi.
Likumprojekts paredz arī ierobežojumus pašvaldības rīcībai ar "Gors" nekustamo īpašumu. To nevarētu atsavināt, ieķīlāt vai citādi apgrūtināt bez valsts iesaistes.
Līdzīgi ierobežojumi paredzēti attiecībā uz SIA "Austrumlatvijas koncertzāle". Tās kapitāla daļas nevarētu atsavināt vai apgrūtināt, bet uzņēmumu reorganizēt vai likvidēt varētu tikai pēc KM pozitīva atzinuma saņemšanas.
Ministrijā norāda, ka šādi paredzēts novērst iespēju būtiski mainīt vai pārtraukt "Gors" darbību, neizvērtējot šāda lēmuma ietekmi uz Latgales kultūrtelpu, profesionālās mākslas pieejamību un koncertzāles izveidē ieguldīto publisko finansējumu.
Saeima likumprojektu pirmajā lasījumā varētu skatīt 20. augustā.
Jau ziņots, ka valdība 2025. gada izskaņā nolēma pilnvarot KM sadarbībā ar Viedās administrācijas un reģionālās attīstības ministriju un Ekonomikas ministriju veikt pārrunas ar Rēzeknes domi par nekustamā īpašuma Pils ielā 4, Rēzeknē, kur atrodas Latgales vēstniecība "Gors", pārvaldības risinājumiem un valsts iesaisti profesionālās mākslas pieejamības nodrošināšanā.
KM informatīvajā ziņojumā, ko konceptuāli atbalstīja valdība, norādīja uz iespējamu apdraudējumu Latgales vēstniecības "Gors" turpmākajai pastāvēšanai. Ministrija vērsa uzmanību uz risku profesionālās mākslas pieejamībai Latgales reģionā un uzsvēra, ka Latgales vēstniecības "Gors" izveidē ieguldīti valsts, pašvaldības un Eiropas Savienības fondu līdzekļi. Ziņojumā norādīts, ka profesionālās kultūras pieejamības nodrošināšana Latgalē ir ilgtermiņa ieguldījums sabiedrības noturībā.
